As noted in NIFI-2917, the browser keyboard shortcuts for Refresh were being
intercepted by NiFi, but when the application is down and an error screen is
displayed, these were not being released through to the browser to reload the
application. While this was fixed for a majority of scenarios, in the event
that the "Insufficient Permissions" error is encountered and then the app is
stopped, permissions resolved, and restarted, the Refresh command is not
released to the browser to refresh the page.
