This behavior is currently 'by-design' as it was essentially carried over from 
0.x. However, there are JIRAs to update this for 1.x [1], where all Controller 
Services defined in Process Groups that are part of the Template will be 
included. Additionally, Controller Services referenced outside of the contents 
of the Template would need to be 'pulled down' into the Process Group at the 
root of the Template.
