NIFIREG-26 Initial setup of docs
This PR is just to incorporate the docs into the build and get the ball
rolling, and will allow others to then fill in the various docs.
Place-holder documentation page:

The REST API doc is here:
http://localhost:8080/nifi-registry-docs/rest-api/index.html
You can merge this pull request into a Git repository by running:
