Summary: Additional Permissions for Default Admin Identity

The default admin identity should have permission to do everything. By which I
mean it shouldn't be necessary for the admin to create a policy and add
themselves to it.
Specifically I've run across this with Provenance, where I have to create a
policy and grant myself access to read provenance; but should probably apply to
all permissions.
