As the NiFi UI will want to provide a selection for the user in the context of
"which bucket would you like to use", it would be nice if there were a
convenient way to discover, in a single call to registry, which buckets the
user has access to, and what actions they can perform (read, write, etc).
This ticket is to add a new endpoint, or extend a current endpoint, to provide
this information in an easily consumable format.
