Summary: Buckets/users are filtered even when filters are not shown

Filtered Buckets by name “Bucket 4", went to Users, went back to Buckets and
the list was still filtered even though the filter looks to have been removed
(see attached screenshot).
Even if I close the Admin section, results are still filtered. To remove the
filter, user has to refresh the browser.
I think it would be good to continue persisting the filtered results. Just
have to make sure the filters are shown.
