I think this PR is still valid, though perhaps with some tweaks to
PURGE_OLD_EVENTS_HIGH_WATER, PURGE_OLD_EVENTS_LOW_WATER and ROLLOVER_HIGH_WATER
as discussed in the JIRA.---
