Description:
The RPG doesn't always pass the SSLContextService in a a consistent way. The
documentation is confusing, so we should clear this up.
Further, there are two paths to configure TLS comms, so we should make this
more cohesive, but also backwards compatible.
Also addresses issue with breaking writeUTF in TLSSocket.
