[~markbean] My test is clustered and the dynamic property does reference 
another Controller Service.

Are both of the services in question are accessed through the Controller 
Settings? This appears to be the case from the line in FlowResource you 
mentioned.

What is the behavior your seeing in the UI?

Is there anything in your browsers Dev Tools for that specific request?

When you checking the logs are you looking at the logs on the node that 
received the request, the cluster coordinator, or each node when that request 
is replicated?
