GetUSBCamera currently selects the highest-quality image format for a given
FPS. This optimizes for image quality, but can be suboptimal for performance on
embedded devices where users may need to have low FPS and low/small image
quality.
Add additional optional properties to GetUSBCamera to allow specification of
preferred image dimensions/quality, and have this override automatic selection
if the properties are set.
