Summary: Separate Provenance details from flowfile content

When viewing Provenance query results, "View Details" provides additional
information on the event. Specifically, the resulting popup has three tabs:
Details, Attributes, Content. The information on the Details tab should be
authorized by the 'view provenance' policy
([NIFI-4907|https://issues.apache.org/jira/projects/NIFI/issues/NIFI-4907]).
The information on the Attributes and Content tabs should be authorized by the
'view the data' policy.
