[~prashanv] I'm not sure I understand the problem with providing an empty 
{{authorizers.xml}} file when adding a node to the cluster. In that case, it 
will inherit the contents from the cluster. 

This ticket will encompass making this process easier, but what is the blocker 
for the current mechanism?
