Re-opening issue because whenever a Processor is stopped or started now, the
responses from nodes in the cluster are not properly merged. As a result, when
a processor is started or stopped, the stats that come back show only the stats
from a single node in a cluster, not from all nodes aggregated. For processors
that run on primary node only, this often results in all stats coming back as
"0".
