Fix For: 1.8.0
* Create a controller service that has a custom validate method that evaluates
a property with EL, example HBase_1_1_2_ClientService.
* Set the Config Resources to a variable name like ${hbase.config}.
* Create a variable at the PG name hbase.config
* Notice the custom validate does not pick up the files referenced by the
variable
