If a Remote Process Group does not currently have any inbound or outbound
connections and is in an "Enable transmission" state, any node joining the
cluster where same RPG is in a "Disable transmission" state will not get
enabled.
The result is RPG appears as being in an "enabled transmission" state in
cluster UI, but is fact only in that state on some nodes in cluster.
