Currently when creating a flow snapshot, registry enforces a strict one-up
version number where the client must pass in the next number. If a client sends
the next number that is not the next one-up number then the request is rejected.
In order to support a "force commit" concept, it would be helpful if there was
a way to create a flow snapshot and tell registry that it should be the latest
version regardless of what versions there are.
