It will only inherit if the node has no users or policies locally. A common 
issue is if the node has no flow or users/policies, but has an "Initial Admin" 
in the authorizers.xml, then when it starts up it will first generate the local 
user and policies, then attempt to join the cluster and will likely be in 
conflict if the cluster has any other users and policies. So you have to make 
sure to clear out the Initial Admin when attempting to inherit everything.
