Windows lags behind on bootstrap. Currently not all extensions are supported
there – we sort of have a base configuration and that is it.
I think we can run the regular bootstrap from the python bootstrap to build or
potentially install python before running the python bootstrap to download. I'm
open to thoughts on that.
