ISO8601 has no completely standard representation. For example, these are 8601
and not interchangeable:
2019-05-16T23:32:15Z
2019-05-16T23:32:15-05:00
2019-05-16T23:32:15 (is it EST?)
Java's date time parsing is very strict compared to most languages, and I think
that's part of the problem here.
