Fix For: 0.7.0
Setup the current CMake project so that anyone wishing to tackle implementing
chunks of the AWS SDK can use this as a baseline and prevent massive merge
conflicts. This should be the first ticket implemented and merged before work
on other pieces begins so that everyone can work from this commit.
