Add capabilities in docker tests to perform file system activities, such as
making a file system read only, removing repos, etc. May also be the case where
we want to perform tasks that would render file systems unusable, in which case
we want to see how agents respond and how they can report that.
Some of these are certainly possible with unit tests, but we can likely make
this simpler via containers.
