Summary: Cluster Connection error when popping out the Users list

To reproduce, pull up Use list by selecting Global Menu > Users. Then, try to
use the "Open in New Window" in the upper right. A dialog titled "Cluster
Connection" appears. It states:
"This node is currently not connected to the cluster. Any modifications to the
data flow made here will not replicate across the cluster."
Note: this occurs even in a stand-alone, non-clustered instance. (Behavior not
verified in an actual cluster yet.)
