Summary: UI - Allow property values to be converted into parameters

We should provide actions on properties to allow their currently configured
values to be converted into a parameter reference. This action should result in
creating a new parameter. We should be able to utilize the existing new
parameter dialog and pre-populate the fields with the property name and current
property value. Once the new parameter is created, we should be able to update
the value of the property with a reference to the new parameter.
