NIFIREG-211 introduced the provider API for persistence of extension bundles
with an initial implementation of local filesystem.
This ticket is to create another implementation that uses the Google Cloud
Storage API to store bundles. This work is similar to the one done in
NIFIREG-216 with the S3 API.
