Mark Payne reopened NIFI-6380:

Re-opening because it appears that we do not properly handle partial updates to
parameter context. If a null value is provided, we set the value to null. We
don't want this because then we have no way to update just the description.
This is particularly important for Sensitive Parameters, where the value cannot
necessarily be provided since it cannot be retrieved.
