There are multiple use cases where our deep linking can cause some confusion
for the end user, specifically around go to parameter, browser history, and
browser navigation.
Let's use this as the parent ticket and as we identify these use cases that
need to be addressed we can create sub-tasks and break down the work in those
issues.
