Resolution: Not A Bug
Looking into this, it appears that onPropertyModified is being called by the
MockProcessContext. Unfortunately I don't know what situation caused me to
think otherwise; I should've left more info in the description. Closing as Not
A Bug, it can be re-opened if there's a code path where onPropertyModified is
not being called.
