Is this a non-const reference? If so, make const or use a pointer:
std::vector<char>& data [runtime/references] [2] {code}
This warning doesn't seem to be justified, using raw ptrs instead of references
to pass an out-arg to a function is not the right way of doing things in cpp by
any means.
This warnings should be disabled.
