Summary: Highlights in Release Notes for 1.9.0 have incorrect line

In the Highlights section of the Release Notes for version 1.9.0, there is a
line that states:
"Penalty duration remaining now visible in the UINodes can be offloaded to
prepare for decommissioning"
The second part of this statement appears to be a left-over from the 1.8.0
release. Specifically, this should be removed:
"Nodes can be offloaded to prepare for decommissioning"
