The behavior here can very a bit but the basic issue is that if you start up a
new nifi instance with an existing local state load balancing gets weird. I've
only encountered two scenarios where this happens. The first is if you change
the host name for NiFi. The second is if your using Docker or K8s and you start
up a new nifi instance pointing at a previous state volume. I've attached a
script to reproduce.
