Thanks to [~jmkofoed] and [~ezs] and [~Leah Anderson] and [~rstjohn] this
information has made it clear the issue is with the site to site client not
properly closing sockets under some condition. Mark Payne looked into today
and found it easily. Expect a PR soon.
I'm happy to do a 1.11.4 to grab this and whatever else is already fixed - and
obvious for such a release.
