NiFi's Process Groups can now be configured with a FlowFile Concurrency and an
Outbound Policy setting, since NIFI-7476. VersionedProcessGroup needs to be
updated to allow for these settings also so that it can be properly persisted
to the registry.
The Flow Comparator also needs to take these into account.
