Summary: ListenHTTP processor does not honor "Primary node" only

Steps to reproduce:
* Run Nifi in cluster mode with two nodes.
* Put down a ListenHTTP processor (e.g. on web UI). Set mandatory "port" field
to an arbitrary value.
* Set execution node to "Primary only"
* Start the flow
Current result:
All nodes listen on specified port, not only the one which is elected as
primary node. If cluster is deployed to the same host, an exception is thrown
in one of the two nodes (IOException: cannot bind port).
Expected result:
Only the primary node listens on the specified node. If the nodes are deployed
on the same host, no IOException is thrown.
