As discussed when nlp-utils was donated to OpenNLP (OPENNLP-657) I'd like to 
add language modeling support by moving the related classes to opennlp-tools. 
This will require a proper integration with the ngram package so that e.g. a 
language model can be created upon an NgramModel and similar use cases; also 
Ngram probabilities util will have to be moved to the ngram package so that it 
can be both used within language models and (eventually) directly called to 
calculate ngram probabilities.
