I just sent a initial implementation to Git. Please review if the solution is
satisfactory.
It creates an opennlp-docs/src/docbkx/cli.xml automatically after executing the
command
mvn -e -q exec:java "-Dexec.mainClass=opennlp.tools.cmdline.GenerateManualTool"
"-Dexec.args=../opennlp-docs/src/docbkx/cli.xml"
from openly-tools directory.
