Currently, we have a GH action in place, that regenerates the NOTICE file in
the project's root folder. However, for the creation of releases, the notice
file for "bin" artifacts is taken from a template in
opennlp-distr/src/main/readme.
The latter is outdated and not in sync with the project-level NOTICE file.
A change is required to have both files consistent.
