I cannot image that this is intentional. In a document with a printable width of 17.0 cm, for a 2-column layout I have set cols 1 and 2 to 25% each and spacing to 50%, and what I get is: cols 1 and 2 = 8.06 cm; spacing = 0.88 cm. Now after playing around with the settings a bit, the style dialogue shows these settings (col 1 and 2 at 25%, spacing 50%), but number of columns = 1. I cannot change the number of columns except by clicking on the column thumbnails. On next open of dialogue, it is "1" again. It is not possible to enter numeric unit values (like "1 cm") in columns width or spacing fields. Any unit names are ignored, the number entered is taken as a percent value. If I edit the frame properties of the object itself instead of the style, it is the other way round: A per cent value is read as the default unit ("5%" -> "5cm").
