That option is already set, and when the document doesn't have a text flow
break, it appears correctly, but as soon as one is inserted on the first page,
the "above paragraph" spacing is ignored.

Steps to reproduce:

- Open a new document.
- Type "Test".
- Apply style "Heading 1" to the test - observe space between the text and the
top of the page.
- Go to the start of the line.
- Go to "Format" -> "Paragraph...".
- Select the "Text Flow" tab.
- Under the "Breaks" section, check "Insert", then "With Page Style" and a page
number of '2' (other options remain at their default settings).
- Click OK.
- Observe that the space between the text and the top of the page has now
disappeared.  However, under the "Indents & Spacing" tab of "Format" ->
"Paragraph...", 'Above paragraph' spacing still shows 0.42cm.
