I was unable to replicate this bug using OpenOffice 3.4.1 [AOO341m1 (Build:9593) – Rev. 1372282] on a Windows 7 Enterprise (Service Pack 1, 32-bit) Dell Optiplex 990. I followed the steps described to reproduce the issue but I had no problems opening the files. I did try erasing the file extension in the file name field but that did not cause any issues.
