The problem here seems to be that the user does not have a Java Runtime
Environment installed and properly configured in the Options dialog.

The "Create a new database" radio button is only visible when Java is enabled,
because new databases are created as embedded databases using the Java-based
HSQLDB engine.

@jimarona: do you have a Java Runtime Environment installed? If so, please
check the "Options" dialog from the menu "Tools" - "Options..."; on the
"Options" dialog select "OpenOffice.org" - "Java", check "Use a Java runtime
environment", and restart OpenOffice, including the system tray quick starter.
After that, if Java is working fine with OpenOffice, you should see the radio
button to create a new database. If you don't see it, it's likely that java is
not working, check for example if the Wizards work (File - Wizards - Letter,
for example).
