I replicated this behavior on a Mac Mini running OS X 10.7.5. and OOo version
3.4.1.

1. Started with a new writer document
2. Pasted in a Spanish article from wikipedia spanish homepage
3. Clicked on the "Spelling and Grammar" Icon in the toolbar
4. In the "Text Language" select control, selected (clicked on) "Spanish
(Spain)"
5. Select control reverted selection back to the default "English (USA)" and
highlights valid Spanish words as incorrect.
6. Clicked on "options" button, found the "get more dictionaries online"
7. Downloaded and installed extension for "Spanish (Spain)" dictionary (per
directions in help text).
8. Shutdown OOo and repeated steps 1 - 4, results where the same as documented
in step 5 above.

Bug Report 24439 states the concern that listing all the possible languages in
the Text Language select gives the impression that these language dictionaries
are installed and usable.
Even after properly installing the dictionary the "Text Language" select
control does not appear to work.

I wasn't able to successfully spellcheck the Spanish document until I selected
Tools --> Languages --> For all text --> Spanish (Spain) from the menu.
