So whatever version you downloaded is the version used for the user interface. By default, the download website (http://www.openoffice.org/download) users your browser's language settings to determine which version to recommend to you. But you are free to ignore that recommendation and download another version if you want from: http://www.openoffice.org/download/other.html So I'm not sure I see a bug here.
