The 3 layer directory structure was introduced to share parts of the office
installation between different brand of OpenOffice. In the end it bought more
complexity in the code, the installation than it helps.
The intention of this task is to start with reworking this unnecessary
complexity and simplify the directory structure. At least combine all office
relevant pieces in one main directory and eliminate the URE and base layer step
by step.
This task is the first step to work on a new directory structure that combines
the 3 layer.
Further steps are the consolidation of rc/ini files, elimination of some
variable like BRAND_BASE_DIR etc., cleanup scp2, cleanup code to reduce the
complexity to handle the different layers.
