This is bad HTML. It also makes these pages look bad in search engine results on Google, Bing, etc., since they don't have any title text to display. Some examples: /EN/include.html‎ ‎/FAQs/build_faq.html‎ ‎/FAQs/mirrors_faq.html‎ ‎/FAQs/ms-access/ms-access.html‎ ‎/aa/‎ ‎/about_us/1.1press_releaseb.html‎ ‎/about_us/numbering_proposal.html‎ ‎/about_us/ooo_release.html‎ ‎/about_us/osx11_pressrelease.html‎ ‎/about_us/pdl_jca_announce.html‎ ‎/about_us/press_faq.html‎ ‎/about_us/pressfaq_ooo-osx.html‎ ‎/about_us/pressfaq_ooo-osx11.html‎ ‎/about_us/setup_guide.html‎ ‎/about_us/whatsnew.html‎ This is a good "easy" task for new volunteers interested in helping. I can provide, on request, the current list of pages that are missing titles. A volunteer can then download the website source, add titles based on a quick review of the page, and then submit a big patch for the changes.
