If I understand this problem correctly, it is that
1. The software generates a blank, unseen, empty page, if a page 1. is followed
by another page 1. upon a page style renumbering. This can be forced with a
manual page break, as documented (thank you).
2. This is inevitable and unavoidable for the user.
3. The page count therefore does not work, but over counts, including all the
empty pages.
IF these three points are correct, then
A. The user cannot avoid this behaviour.
B. The user has no warning of this behaviour.
C. The software has artifacts (empty pages) that are of no use and obstruct
some of the statistical functions of writer.

IF I have understood this, then how is this not a bug? The user operates the
software as intended, but the software does not operate as intended.

Please inform me how the empty pages can be prevented otherwise.
