Indeed. However, pressing the Help button (or the F1 key)
opens the Password topic with this entry:

"Password
 Type a password that is at least five characters long.
 A password is case sensitive".

On the other hand, the Help topic available when opening
a password-protected file is hardly relevant
("Help for OpenOffice.org Writer").


Now the version 4.1.13

There is no Help button in the "Set Password" dialog
(see Issue 122151 - Missing Help for "Set Password" dialog).
Pressing F1 leads to the topic "Welcome to the OpenOffice Writer Help".

The minimum password length is 1 character.

The Help topic available when opening a password-protected file,
called "Password", provides rules to follow.

In order to maintain the consistency of the package (incl. components),

The minimum password length of one character makes
the "Requested change" redundant. In this context,
I do not see much point in making the "Preferred change"
(global setting), given the time and resources available.
