It doesn't seem that difficult to add support for this "Strict Open XML". The attached file opens if you just change: http://purl.oclc.org/ooxml/officeDocument/relationships/officeDocument to http://schemas.openxmlformats.org/officeDocument/2006/relationships/officeDocument in _rels/.rels inside the .xlsx file.
