I think the use case requested here is that, once opened by password, wanting to close it again and have it secured again by the same password. I don't know the default behavior when a password-protected file is successfully-opened, edited and resaved. I'm fairly certain that the default behavior on saving a file is "no password." Wanting to manage a password that is used by default for any document is not compatible with by-document password handling and it would certainly mess with other ODF-compatible applications and compatible use of documents from those other blokes. My personal experience on protecting files is to have them in a protected/private directory, where they are then always protected by default and it does not matter which app is being used.
