I am not sure whether I understand the report, seems NOT Reproducible with
server installation of  "AOO 4.0.0-Dev – English UI / German locale
[AOO400m1(Build:9700) -  Rev. 1484333 Rev.1483903 (2013-05-20)]" on WIN7 Home
Premium (64bit)", own separate user profile.

My test:
1. Open new Presentation from AOO Start Center
2. If Presentation Wizard appears, 'Empty Presentation - Preview Checked'
<Create>
   > New Presentation appears, 'Properties Pane' in sidebar shown for 'Layouts'

Remark: I do not understand reporter's "change "slide layout"", should I modify
slide layout from "Title Slide to "Title Slide" or should I change Side bar
view or do something else?

3. In Slides Pane 'Rightclick slide -> Slide Transition'
   Expected: 'Slide Transition' Deck should appear in sidebar
   Actual: Nothing changes in Sidebar

So if I understand the report correctly I am able to reproduce the problem.

Additional info

a) also a problem in opposite direction from 'Slide Transition' Deck to
'Properties - Layouts'
b) and from 'Navigator' view in Slides Pane no change to  'Properties Pane' or
'Slide Transition' is possible by rightclick on slide in Slides Pane
