This was sort of "off by default" in 3.4 because it was broken when help IDs where converted from numeric IDs to strings, and AFAIK users didn't complained much about this missing functionality. The bug with the help IDs was fixed in bug 122441 that has the side effect that 4.0.0 has a different behaviour than 3.4.*: Help agent is on by default and working.
